Professor of Development Economics, University of Bradford (UK). Has written widely on industrialisation and industrial policy including most recentlyThe Economics of Industrial Development. Has also published extensively on cost–benefit analysis. Former: Advisor, UNIDO, Asian Development Bank, World Bank, and Government of Mexico; Director of Research, Asian Development Bank Institute. Has participated in reviews of industrial policy in Mongolia, Mozambique and Mexico. Contributed to the UNIDO 2013 Industrial Development Report.
