First Expert Group Workshop on Industrial Policy

E15 New Industrial Policy Experts - ICTSD, World Economic Forum, National School of Development at Peking University

The E15 Expert Group on Reinvigorating Manufacturing: New Industrial Policy and the Trade System met for the first time in Beijing, China on 30-31 May 2014. With the recent resurgence in industrial policy, the group noted that it is important to ascertain the steps/policies that deserve special attention, develop mutually supportive mechanisms for these policies, and ensure the enabling role of international trade agreements, particularly the WTO, in the context of plurilateral negotiations to on trade and investment. Experts broke into groups to examine the following four sub-topics: industrial policies, evolving conditions and objectives, and suitability of specific policies; efficient industrial policies and improving effectiveness; the extent to which the WTO legal regime and provisions impost major constraints on new industrial policies; and the relevance of ongoing negotiations in the WTO and Bilateral/Plurilateral initiatives.
