Researches highly regulated industries, such as electric power, and how regulation affects the operation of major energy markets. Former: Director of the Program on Energy and Sustainable Development, Stanford; Professor of energy and environmental law, Stanford Law School; Director of the science and technology program, Council on Foreign Relations in New York; Head, International Institute for Applied Systems Analysis (Austria).
