PhD in Economics, London School of Economics; Master in Public Administration, University of Michigan. General Manager, Latin America, AECOM Technical Services. Has extensive experience in policy and regulation related with trade policy, regulation of utilities, tax, real estate finance, urban development, and transport systems. Among the projects developed were a number of important trade capacity building, enhanced governance, fiscal policy, urban development and large infrastructure projects in Colombia, Peru and other countries in Latin America. Former: Professor, National University and Andes University in Colombia.
