Assistant Director-General for Policy, International Labour Organization (ILO); Member of the Board, International Centre for Trade and Sustainable Development (ICTSD). Former: Executive Director, Employment Sector, ILO; Chief Trade Advisor and Director of the Trade Unit, Organization of American States (OAS); Minister of Foreign Trade of Costa Rica; Executive Director and Chief Economist, Federation of Private Entities of Central America and Panama (FEDEPRICAP); Member of the Board of Directors, Central Bank of Costa Rica; Executive President, Costa Rican Development Corporation; Instructor, University of Costa Rica, National University of Heredia, Cambridge University, and Georgetown University. Author of numerous journal articles on development, trade and competitiveness policies several books. PhD in Economics and Master of Philosophy in Development Economics, University of Cambridge.
