Senior Trade Policy Analyst; Special Counsellor, Organisation for Economic Co-operation and Development (OECD). Currently directs the OECD’s inventory of support to fossil-fuel production and consumption in OECD countries, and several studies on issues at the nexus of trade and the environment. Former : first Director of Research, International Institute for Sustainable Development’s (IISD) Global Subsidies Initiative (GSI), a programme aimed at improving information on the extent and effects of subsidies, especially those that are harming developing countries or the environment. Has made important contributions to the policy debate on subsidies to agriculture, biofuels, fishing, and energy production. Regular peer reviewer for several academic journals, including Energy Policy.
