Professor of Technology and Policy, Kyushu University. Editor of Environmental Economic and Policy Studies; Associate editor of Resource and Energy Economics; Lead author for the Intergovernmental Panel on Climate Change (IPCC). Researches diverse areas of resource economics and policy, including examinations of policy instrument choice, competitiveness effects of regulation, diffusion of energy and environmental technologies, and depletion of natural resources. Former: Associate Professor of Resource and Environmental Economics, Graduate School of Environmental Studies at Tohoku University. Has written general-interest columns for newspapers such as The Guardian, and his study on fisheries is featured in Oceanus of the Woods Hole Oceanographic Institution, Al Jazeera, and Deutsche Welle.
