Brexit and Origin: A Case for the Wider Use of Cross-Cumulation

As the United Kingdom negotiates its exit from the European Union, rules of origin are becoming a key topic. Whatever form the future UK-EU trade relationship will take, the question of determining the origin of products will need to be addressed. This paper examines cross-cumulation and ways it could be applied after Brexit to mitigate the impact of rules of origin requirements.

The RTA Exchange, jointly implemented by the International Centre for Trade and Sustainable Development (ICTSD) and the Inter-American Development Bank (IDB), is a platform that convenes purposeful multi-stakeholder dialogues that work in the interest of constructing better trade and investment agreements for sustainable development at the regional and multilateral levels.
