Multilateralising Telecoms: A Step-Change in Need of a Step?

In the rapidly developing digital economy, where user-generated content is on the rise, and end-users are no longer just consuming content, but also developing, uploading, and networking content, there is an urgent need to put in place a reliable telecommunications infrastructure for all. In this context, the present paper identifies the main e-commerce related telecommunications disciplines found under regional trade agreements. It calls for greater harmonisation, in particular through revisions to the World Trade Organization’s Regulatory Reference Paper.

The RTA Exchange, jointly implemented by the International Centre for Trade and Sustainable Development (ICTSD) and the Inter-American Development Bank (IDB), is a platform that convenes purposeful multi-stakeholder dialogues that work in the interest of constructing better trade and investment agreements for sustainable development at the regional and multilateral levels.
